COCONUT CREEK, FL – Coconut Creek is considering starting a composting pilot program for residents and businesses – a process that would turn food waste into nutrients.

Last week, Vice Mayor Sandy Welch and the city’s public works director toured Filthy Organics, a small composting operation on a two-acre property just outside of Coconut Creek in an unincorporated pocket of Broward County.

The company is managing a composting initiative in Deerfield Beach, and Coconut Creek is looking at creating a similar project, although nothing has been approved yet.

Paid for by a federal grant, the company is picking up food waste at 100 homes, five businesses, and community drop-off locations across Deerfield Beach, according to the city’s website. The waste is then turned into compost on the company’s property and then redistributed back to the community through events and partnerships with local community gardens.

Welch wants Coconut Creek to think about applying for the same U.S. Department of Agriculture grant or other grants.

“There’s enough residents interested in participating to make this a success,” she said.

Specifics on the costs, number of participants, or a start date in Coconut Creek aren’t known yet, city spokeswoman Yvonne Lopez said.

At Filthy Organics, April DuBois, who works with her husband Dustin in running the company, said they have 125 or so “subscribers,” meaning she or other company employees pick up the food waste from them, compost it in the DuBois backyard, and then deliver it back to them or give it out at community events as nutrients that can be sprinkled in yards or used for other things.

Most of the subscribers are in Deerfield Beach as part of the grant program.

“It was exciting when the Coconut Creek officials came here,” she said. “We’ve talked to a lot of public officials. We want growth in this industry and something great to come of it.”

The DuBois have been running the business for about three years and they plan to move operations to their 20-acre property in central Florida, she said.

“This is our passion project for our kids and our planet,” April DuBois added.

As for what’s next in Coconut Creek, the city will have to decide on what grants to go after and how much time to devote to the initiative, Welch said.

Welch said Coconut Creek has organized many educational programs over time on composting and other back-yard green projects, but, for many residents, those initiatives have been hard to implement over the long-term.

But, she added, with the possibility of Filthy Organics becoming a contracted partner, the composting process could be streamlined and made easier, so more residents could be involved.

Turnpike Expansion

There are several projects under design that all relate to Florida’s Turnpike, the Sawgrass Expressway, and the interchange of the two roads. These projects are broken into several different projects, but all have concerning impacts on the City of Coconut Creek.

With regard to Turnpike, the project study for the mainline Turnpike is nearing completion and the City's concerns have not been addressed. The Florida Department of Transportation (FDOT), Florida’s Turnpike Enterprise, held Public Hearings for the Turnpike expansion project for the section from Atlantic to Wiles Road. The project website, Turnpike595toWiles.com, has transcripts for the hearings. Staff attended to voice the City’s concerns, and many residents were also in attendance.

The City has major concerns that we have submitted to the Turnpike. Our concerns include: the Turnpike’s insistence that the road project needs to shift to the west; the need for ten lanes when traffic volumes only warrant an 8-lane cross-section; the placement and height of the noise walls; and non-receipt of the amended plans from the Turnpike. The City will continue to seek commitments from the Turnpike related to these important issues. Please continue to stay involved and share your concerns as we develop a plan of action.

Night Owl Cookies will be open daily until 2 a.m. This cookie company is reinventing South Florida’s dessert culture with late-night deliveries. Monarch High School fined and reprimanded in transgender student-athlete controversy

A Broward County high school has been reprimanded and fined after state officials said a transgender student-athlete was allowed to play on a girl's volleyball team for two seasons in violation of Florida law.

Monarch High School in Coconut Creek was fined $16,500 and will be on administrative probation for a full calendar year, according to a letter sent to the school Tuesday by the Florida High School Athletic Association.

The fine represents $500 for each of the 33 volleyball contests the transgender athlete participated in for Monarch in the 2022-2023 and 2023-2024 seasons.

Monarch High School representatives are also required to attend an FHSAA Compliance Seminar in 2024 and 2025, while the current principal and athletic director are required to attend an FHSAA approved Compliance Seminar in the summer of 2024 and the summer of 2025.

Monarch High School will also host FHSAA Staff for an Eligibility & Compliance Workshop in 2024.

In addition, the student-athlete has been "declared ineligible to represent any member school for a period of one year from the date of discovery – November 21, 2023 – November 20, 2024," the letter said.

The issue came to light when Broward Public School Superintendent Dr. Peter Licata said he'd received a complaint just days before Thanksgiving that a transgender girl, who'd been born a boy, was competing on a girl's volleyball team.

An investigation was launched and the school's principal and other staffers were reassigned.

The FHSAA's letter didn't state whether Principal James Cecil or the staffers would be reinstated.

A Florida statute says athletic teams or sports designated for females, women, or girls are not open to male students, and says a "statement of a student’s biological sex on the student’s official birth certificate is considered to have correctly stated the student’s biological sex at birth if the statement was filed at or near the time of the student’s birth."

On the state’s high school athletic association’s pre-participation physical evaluation form, the question of a student's “sex assigned at birth” appears at the very top, then two additional times on the form.

Around half the states in the country have similar laws for girls' sports.

"Thanks to @GovRonDeSantis, Florida passed legislation to protect girls’ sports and we will not tolerate any school that violates this law," Florida Education Commissioner Manny Diaz said in a post on X. "We applaud the swift action taken by the @FHSAA to ensure there are serious consequences for this illegal behavior."

The student's family sued the district and the state a few years ago, questioning the constitutionality of the law. A federal judge ruled against the student earlier in November.

Licata denied that the principal and staffer reassignments had anything to do with the lawsuit.

In a statement Tuesday, Jason Starr, a litigation strategist with Human Rights Campaign who represents the family, said he plans to amend the complaint.

"Today’s determination by the Florida High School Athletics Association does not change the fact that the law preventing transgender girls from playing sports with their peers is unconstitutionally rooted in anti-transgender bias, and the Association’s claim to ensure equal opportunities for student athletes rings hollow," the statement read. "The reckless indifference to the wellbeing of our client and her family, and all transgender students across the State, will not be ignored. While the Norton family continues to fight for their daughter, we ask everyone to respect their privacy."

Some Monarch High students protested the reassignments and held walkouts and demonstrations in support of the student-athlete.

The student's mother, Jessica Norton, released a statement after officials announced the reassignments, saying in part, "A lot of things were taken from my family this week—our privacy, sense of safety, and right to self-determination."

A Railroad-Themed Brewery Just Opened in Coconut Creek

It's not every day a South Florida brewery owner is also in the railroad industry — yes, the railroad industry. Meet Rule G Brewing Company, Coconut Creek's latest brewery that opens to the public with a soft opening on Thursday, January 25.

Located at 4800 W. Hillsboro Blvd., Rule G Brewing pays homage to the railroad industry, of which owner Ralph Rapa has been a member for nearly two decades. Rapa told New Times the brewery takes its name after the rule prohibiting railroad employees from consuming alcohol while on the job. The rule also forbids drug use, Rapa adds.

"It's one of those things that gets in your blood and sticks there," Rapa says, referring to his time on the rails (not the drugs or alcohol).

On Thursday, January 25, the soft opening begins at 3 p.m. and continues until closing time, around 11 p.m. (Although Rapa will reassess to stay open longer depending on how busy it is.)

Expect plenty of beer, wine, and soft drinks (food service begins Monday) and live music throughout the opening weekend, including Chucka Riddim performing reggae on Thursday and Scott Avery, an acoustic guitarist, performing on Friday, January 26. Plus, several flat-screen TVs will wrap around the bar to catch the AFC and NFC championship games on Sunday as a lounge with a much larger projection TV hangs in the back.

The bar will be cash only until Monday, January 29, but Venmo and Zelle are also accepted.

Originally from Pittsburgh, Pennsylvania, Rapa was lured to South Florida to enter a graduate psychology program at Nova Southeastern University but then transferred to Carlos Albizu University in Doral. Upon graduation, he received a doctor of psychology degree, earning him the right to practice as a clinical psychologist.

Rapa occasionally teaches as an adjunct professor at Barry University and has 18 years of experience working for railroad companies such as Amtrak, Transdev, Tri-Rail, and, most recently, Brightline Trains, where he now works as an environmental health and safety manager. He's held various jobs in the industry, including engineer and conductor.

He was also on the onboard crew for Amtrak's Silver Service trains, which ran from Miami to New York and back.

Despite careers in trains and psychology, Rapa says he was always interested in craft beer and saw an opportunity. Rapa originally planned to have his brewery in Parkland, but the location fell through. Fortunately, Coconut Creek turned out to be the perfect spot.

With a nearby Publix and the strip mall having Duffy's Sports Grill as a dependable anchor location, Rapa deemed the new address ideal because there's lots of foot traffic.

"The brewery gives this area more of a boost," Rapa explains. "This place is literally going to tap into a market that's dying for a place like this. We're in a good spot. I think we have something unique."

The 2,800-plus square foot brewery and tap room will house a fully automated brewing system that can produce up to 80 barrels of beer per month. Rapa hired Rex Reed as his brewmaster to manage everything.

Beers on tap include "Razzberry Wheat," a hazy IPA, a lager, and a mango-flavored wheat beer. Rapa is brewing a hoppy porter and a double IPA that will be available soon.

There are fresh-brewed seltzers on the menu, such as spicy pineapple and orange guava. Rapa plans to have some wine cocktails on the menu and is exploring the possibility of getting daiquiri machines to make wine-based margaritas and mojitos.

In addition to great beer, Rule G Brewing will have a rotating menu of small plates featuring locally grown produce and fresh Florida seafood. Rapa hired Ed Reardon as the general manager, who also serves as the chef for the time being until the brewery gets busier.

Rapa initially intended to open his brewery by November 4, 2023, but experienced various delays. He credits a team that has put lots of "sweat equity" into the place, including Lisa Henrie, whose publicity has been "stellar."

"This would not be made possible without family and friends," Henrie says.

According to Rapa, Coconut Creek officials helped him open the brewery and have been nothing but "golden" to him while getting Rule G Brewing ready. Plus, he's grateful for his general contractor, DBuiltek, based out of Miami.

Guests may notice a flying pig decoration hanging from the ceiling near the beer tanks. It's a reminder of what Rapa had to go through to get his dream brewery open.

"We've had to go through a lot of stuff, and I just thought flying pigs," Rapa explains. "God kept opening doors. This was a work of faith, this thing."

Several events are already being lined up at the brewery, including corporate railroad events, school reunions, and after-hours business meetings. He wants the brewery to be a place where neighborhood people can relax while sipping some great beer.
