Catalfumo Companies scored approval to build an additional 620 multifamily units at its Palm Beach Gardens project.

Catalfumo, in partnership with The Richman Group of Companies, now will develop a total of 1,016 apartments at Gardens Station. The pair are currently building 396 units at the project at 11025 RCA Center Drive, according to a Catalfumo news release.

The city approved the additional units earlier this month.

More than 100 Gardens Station apartments will be priced as workforce housing, which generally targets households earning no more than up to 120 percent of the area median income. Palm Beach County’s AMI is $98,300 annually, though that’s expected to be updated this spring.

Gardens Station is part of Catalfumo’s master-planned PGA Station development, which spans 37 acres and includes offices. Catalfumo has finished portions of PGA Station and is developing The Marc apartments. It is expected to be completed this year, according to the release.

In 2022, Gatsby FL, an affiliate of New York-based Gatsby Enterprises, bought a 7-acre PGA Station development site at 11200 RCA Center Drive from Catalfumo for $17.5 million, with plans to build an eight-story office building with 7,000 square feet of retail and restaurants. Gatsby is led by Nader Shalom and Babak Ebrahimzadeh’s Master Mind.

Catalfumo, founded in 1978 and based at PGA Station, is a real estate development firm with a completed portfolio of 75 million square feet valued at over $8 billion, the release says. Led by Daniel Catalfumo, the firm is developing the 106- unit condo project Ritz-Carlton Residences, Palm Beach Gardens, with three seven-story buildings south of PGA Boulevard, along the Intracoastal Waterway. The developer scored a $340 million construction loan last year, when the project had pre-sold about $75 million worth of units.

Greenwich, Connecticut-based Richman Group, founded in 1986, is a multifamily and affordable housing development, equity investment, mortgage financing, asset management and property management firm, according to its website. Founder Richard Paul Richman leads the firm.

Palm Beach Gardens has caught residential developers’ eyes. The 4,800-acre Avenir master-planned community on the northwest corner of Northlake and Coconut boulevards is approved for 3,900 residential units, mostly single-family homes; a 300-key hotel; 200,000 square feet of medical offices; 400,000 square feet of retail; and a 2,400-acre nature preserve.

In January, Kolter Group’s home development division paid $73.6 million for 491 homesites on 150 acres at Avenir.

Also in Palm Beach Gardens, D.R. Horton dropped $9.4 million in November for a 111-unit townhouse development site, after paying $650,000 to the adjacent Rustic Lakes homeowners association that had opposed the townhouse project.

Palm Beach Gardens in September came up with an ambitious annexation plan that could add 8,000 new residents to the city.

The five areas proposed for annexation total 1,354 acres and 8,352 residents.

If residents in all five areas vote to annex, Palm Beach Gardens' population would grow to nearly 70,000, making it northern Palm Beach County's largest incorporated community. It had 60,175 residents as of July 1, 2022, according to the American Community Survey. Jupiter had 61,126.

The five areas are:

AREA 1

The largest area, covering 1,244 acres and focused north of PGA Boulevard, includes the Cabana Colony, Crystal Point, Frenchman’s Landing, Captain’s Key and Hidden Key neighborhoods. It’s bounded generally by Alternate A1A to the west, the Intracoastal Waterway and Little Lake Worth to the east and Donald Ross Road to the north. It would bring 3,607 residences and 7,760 people into the city.

AREA 2

South of the recently annexed Ritz Carlton Residences project on the southeast corner of PGA Boulevard and the Intracoastal, this roughly 22-acre section includes 74 residences and about 157 residents.

AREA 3

This section includes the Pirate’s Cove neighborhood south of PGA Boulevard, north of Canal Road and east of Prosperity Farms Road. There are 63 residences and 134 people living there.

AREA 4

This section is an enclave surrounded by the city. It includes the Monet Acres and Monet Heights neighborhoods. There are 71 residences there and about 151 residents in this area on the northeast corner of Prosperity Farms and RCA Boulevard.

AREA 5

This would be the Monet Gardens neighborhood, bordered by Fairchild Avenue on the north and RCA on the south, with Fairchild Gardens Avenue on the west. This is another enclave surrounded by the city, with 113 residences and 240 residents.

Plurality of council members used potential vote as justification to move proposal forward

Some property owners who have property within the five areas that the city of Palm Beach Gardens is trying to annex won't have the opportunity to vote in the upcoming annexation election.

PALM BEACH GARDENS, Fla. — Some property owners, who have property within the five areas that the city of Palm Beach Gardens is trying to annex, won't have the opportunity to vote in the upcoming annexation election.

Amid an overwhelming majority of criticism about the plan at Wednesday's regularly scheduled council meeting, a plurality of council members moved the plan forward because a vote would allow people to voice their opinions. Their decision means 5,400 voters in Palm Beach County will decide if they want to join the city of Palm Beach Gardens.

Charlie Hollings, who is against the proposal and owns property in Zone 1, said his tenant will get the opportunity to vote for annexation rather than himself. He said he's warned his tenant about the outcome affecting his rent moving forward.

"The most frustrating part about that is not having a say or control over my own property," Hollings said. "I don't understand how this system works."

Ary Sehayik, who represented the owners of a commercial property, said the ownership group was frustrated because it felt like City Council was taking their property rights away.

"As a commercial property owner, I feel like my property rights are being violated because we truly don't get to vote," Sehayik said.

A different person, who represented the ownership group, asked the council Wednesday to "grandfather" their building into the existing city code.

Candice Temple, who is a spokeswoman for the city of Palm Beach Gardens, said the registered address for voting determines what is on the ballot at the polls after WPTV contacted the city about residents' concerns in an email.

WPTV also contacted members of the City Council on Monday afternoon but hadn't received a statement from a council member as of Monday night.

According to data, that WPTV requested from the Palm Beach County Supervisor of Elections, the most amount of voters and properties are in Zone 1. It also has the biggest difference between the number of registered voters compared to the number of properties in each zone.

Each zone gets its own election to join the city, which will likely be held on March 19, 2024.

City staff said the plan would allow the town to increase its tax base, which could potentially allow it to lower the city's millage rate while being able to maintain services for the town.

The Palm Beach Gardens website describes the plan as a "win-win" proposition for property owners. It estimated people's taxes would lower if their home's assessed value is at or lower than $411,250, which it said applies to 70% of properties in the five areas.

WPTV received the city's data from a records request and found the percentage differs based on the zone. Specifically, a higher percentage of properties seeing their taxes increase are within Zone 2 and Zone 3.

Amid Palm Beach Gardens' plan to annex several areas, North Palm Beach is trying to annex some of the same properties.

Celeste Colliton, who owns one of those homes in a community called Hidden Key with her husband, has a sign outside her home urging people to vote against annexation. She said she’s frustrated council sent the issue to the ballot box after an overwhelming majority spoke against the project tonight.

"I'm not surprised they passed the referendum to be on the ballot," Colliton said. "They listen to us, they say. But they don't care what we say."

Peter Banting, who also lives in Palm Beach County, said in October he supports the project because his property in Zone Five is completely enclosed by Palm Beach Gardens. He said he's looking forward to receiving assistance to fix roads, which his neighborhood is currently performing rather than a local government.

"We went out and poured asphalt into the potholes," Banting said. "It was the only way we could get maintenance of any kind."

A vote would determine the outcome for each zone.
